RIA News, 20 Jan. Alexandre Kalinin, head of the organization of the Russian Employers, presented his proposals for small and medium-sized business in the country to President Vladimir Putin.

"The small and medium business has a lot of problems. On the one hand, the right decisions are made... On the other hand, clubs of long-standing problems in such areas as control, oversight, de-criminalization of entrepreneurial activities, access to financial resources, engineering infrastructure, can't be distorted, said Kalinin speaking at the Axe Forum.

In his view, in particular for the SME segment, new markets needed to be created within the RF, high technology, export, domestic tourism and social entrepreneurship.

He called on banks to reconsider business- SME credit models. "The main goal is that the costs of banks in credit to SMEs and large businesses are comparable, then economic incentives will force banks to lend to SMEs," noted the head of the Oprah.

Specific initiatives

"We have a proposal to ask the Government to consider approval of public participation banks when the bank ' s management bonuses are approved, so that there is a factor that depends on the decline or growth in the share of SME credits in the bank ' s general portfolio,"

He suggested, however, that the concept of monitoring and oversight of SMEs should be changed. "The central principle should be: the overseer is a consultant and the verification is a gift," he added.

Kalinin has visited that unscheduled inspections are currently growing in arithmetic progress. "The internet community we live in has not played a very good joke. Because complaints are now online. We believe that changes should be made to the Citizens ' Complaints Act and the supervisory and supervisory bodies with such powers are obliged to identify the person who makes the complaint. That should be confidential," called the head of the association.

At the same time, Kalinin noted the concern about the organization of business continuity. Tax regimes should stimulate work in the white economy, and he was convinced.
